Principle 2 Blueprint: Establish an Enterprise Function to Orchestrate Strategy Execution - Strategy Execution Office

The functions you need already exist. What's missing is who's accountable for uniting them into one Strategy Execution operating system.

Most organizations that secure the mandate to fix Strategy Execution never build anything to act on it. The C-Suite commits, the case is made, and then nothing changes, because no one owns the connections between the functions that already do good work in isolation. At StrategyXF, Principle 2 exists to close that gap, converting commitment into a permanent enterprise function that stewards a cohesive Strategy Execution operating system. This is the official Principle Blueprint for Principle 2, the StrategyXF standard for what building that function requires, and what achieving it looks like.

This Principle Blueprint is StrategyXF's official standard, defined and continuously refined through open review by the multi-disciplinary leaders and practitioners of The Strategy eXecution Forum.

What's inside this BluePrint

Every Principle BluePrint covers six things. Here's what each one found for Principle 2.

  • Principle Overview & Scope. The critical functions an organization needs already exist. What's missing is accountability for the connections between them. Principle 2 establishes a permanent enterprise function, the Strategy Execution Office, that stewards those connections in partnership with a Village of critical functions, business units, and shared services, building a cohesive Strategy Execution operating system without stripping any of them of their autonomy.

  • Challenges. Every challenge to achieving Principle 2 traces back to one root cause. Organizations build accountability for how each function performs, but never for the health of the connections between them. Eleven distinct barriers stand in the way, from functions that optimize in isolation, to a one-size-fits-all delivery model getting imposed on the Village, to the SEO drifting into the very bureaucracy it was built to replace.

  • Business Impact. Without Principle 2, the C-Suite mandate secured in Principle 1 has nowhere to land. The remaining nine Principles never get an organizational home, critical capabilities stay permanently disconnected, and the organization relearns the same enterprise lessons every cycle instead of ever compounding them.

  • Universal Standard of Excellence Checklist. Eleven binary outcomes across seven areas define exactly what "achieved" looks like, from a formally staffed core team to a continuously evolving capability improvement roadmap. No partial credit, no maturity scale to hide behind.

  • Who's Involved: The Village. The SEO is built at this stage, so its Village engagement follows a different logic than any other Principle. Most functions dotted-line in through Strategic Portfolio Management rather than holding a separate seat, and one accountable C-Suite executive alone carries direct accountability for the transformation.

  • Dependencies & Handoffs. Principle 2 depends entirely on the mandate Principle 1 secures, and in turn gives every one of Principles 3 through 10 the organizational home and enterprise standards they need to exist. It isn't a one-way handoff. As each matures, its insight flows back to continuously refine the operating system Principle 2 stewards.

What none of this covers is how. The Plays, the specific methods, tools, and approaches organizations use to achieve each Principle, live separately in the StrateX PlayBook. The Blueprint defines what good looks like. The Plays show you how to get there.

"The critical functions an organization needs to execute strategy well already exist. What is missing is not expertise. It is accountability for the connections between them." — From the Principle 2 Blueprint

Why StrategyXF is sharing this

StrategyXF exists to elevate Strategy Execution as a C-Suite imperative, an enterprise discipline every organization must proactively develop. Principle 1 is where that mission begins, making the cost of inaction undeniable, in the language of the organization's own data, not a generic industry statistic. The Principle BluePrints are how we define what "good" looks like across the entire operating system, one Principle at a time, and this is the first.

This Blueprint is a living standard, not a finished one. Have direct experience building the case for Strategy Execution inside your own organization? The Strategy eXecution Forum reviews every BluePrint section by section before it's finalized, and every Principle will continue to evolve as the community's collective experience grows. Reach out if you'd like to take part in an upcoming review.
